KHADC EC, Opposition Join Hands to Amend AD Rules in Major Reform Move

Leader of the Opposition Titostarwell Chyne informed that a Special Committee will soon be constituted to drive the reform process.

SHILLONG: In a significant move reflecting bipartisan cooperation, the Executive Committee (EC) of the Khasi Hills Autonomous District Council (KHADC) has agreed to work in collaboration with the Opposition to introduce comprehensive amendments to the Assam-Meghalaya Autonomous Districts (Constitution of District Councils) Rules, commonly known as the AD Rules.

Following a high-level meeting with Chief Executive Member Winston Tony Lyngdoh, Leader of the Opposition Titostarwell Chyne informed that a Special Committee will soon be constituted to drive the reform process.

According to Chyne, the proposed committee will ensure inclusive representation by incorporating members from both the Executive Committee and the Opposition, including the Leader of the Opposition himself along with two MDCs. The objective is to facilitate a thorough and constructive exchange of ideas aimed at strengthening the Council’s legislative framework.

He emphasized that the involvement of the Opposition is crucial to ensuring that the amendments to the AD Rules are comprehensive, balanced, and effective.

Apart from legislative reforms, the meeting also addressed concerns surrounding the recent suspension of Council Secretary D.G. Syiemiong. The CEM clarified that the suspension was due to a procedural lapse involving the signing of an affidavit related to a Public Interest Litigation (PIL) without obtaining formal approval from the Executive Committee.

The CEM further informed that an inquiry committee has already been constituted to examine the matter, and expressed hope that the Secretary would resume duties by April 2, upon completion of the suspension period.

While acknowledging the seriousness of the lapse, Chyne urged the Council to ensure that the inquiry is conducted in a fair and time-bound manner to avoid disruption in administrative functioning.

On the issue of the resignation of the Council’s Standing Counsel, the Opposition clarified that it was taken on personal grounds and is unrelated to the PIL or the Secretary’s suspension.

The collaborative approach between the ruling Executive Committee and the Opposition is being seen as a positive step towards administrative stability and institutional reform within the KHADC.
