SHILLONG: The East Khasi Hills District Administration, accompanied by police, magistrates, and tourism department officers, went to break open the locks placed by the Khasi Hills Autonomous District Council (KHADC) on October 27, 2026, at the Shillong Peak Ropeway Project work site in Madan Laban.

This incident occurred because the KHADC, under the leadership of Chief Executive Member (CEM) Winston Tony Lyngdoh, had locked down the project work on the grounds that the executing company had not yet obtained a trading license from the District Council to commence operations, despite show-cause notices having been issued since May and September to complete the necessary documentation, and despite the council giving the company time to fulfill the requirements, no seriousness was shown.

However, in response to this, the government has lodged an FIR against the KHADC Enforcement Officer who went and locked the site and has also instructed the Council to remove the locks on the basis that construction has not yet started and it is supposed to be carried out on government land at Shillong Peak.
