KHADC Secretary Suspended Over PIL Lapse; CEM Assures Probe and Rule Review Committee

SHILLONG: Opposition MDCs on Tuesday met Khasi Hills Autonomous District Council (KHADC) Chief Executive Member Winston Tony Lyngdoh seeking detailed clarification on the recent suspension of Council Secretary D.G. Syiemiong and the resignation of Standing Counsel T.T. Diengdoh.

Briefing reporters after the meeting, Leader of the Opposition Titos Chyne said the CEM informed them that the suspension of the Secretary stemmed from a procedural lapse in the approval of a Public Interest Litigation (PIL) filed before the High Court.

According to the CEM, the process bypassed both the Executive Committee and the concerned Executive Member, constituting a serious breach of established Council procedures.

Chyne stated that the lapse was deemed significant enough to warrant disciplinary action, leading to the Secretary being placed under suspension for two weeks. The official is expected to resume duties on April 2, 2026, upon completion of the suspension period.

On whether a formal probe had been initiated, the CEM confirmed that an inquiry has already been constituted under the supervision of a Council official.

Addressing the resignation of Standing Counsel T.T. Diengdoh, the CEM clarified that the decision was taken on personal grounds and is not linked to the PIL, the procedural lapse, or the Secretary’s suspension.

Meanwhile, discussions also covered proposed amendments to the Autonomous District Council rules. Chyne informed that the CEM has assured the Opposition that a special committee will be constituted next week to deliberate on the matter.

The committee will include representatives from the Opposition, officials, and members of the Executive Committee, and will examine key provisions of the proposed amendments, including Rule 128 and other relevant clauses.

Welcoming the move, the Opposition expressed optimism that the formation of the committee would ensure a more consultative approach and help expedite the amendment process in line with public expectations and administrative requirements.
