Khliehriat MLA Kyrmen Shylla Stresses Transparency in MLA Schemes, Suggests RTI over Inquiry

SHILLONG: Khliehriat Constituency MLA and United Democratic Party (UDP) leader, Kyrmen Shylla, today stated that the demand by the Voice of the People’s Party (VPP) for an inquiry into the implementation of the MLA Schemes (Local Area Development Schemes) in the State raises no immediate question of opposition or support from his end.

​Speaking to reporters, Shylla emphasized that the MLA Scheme funds are specifically meant for the public in their respective constituencies, and he maintains that the public has the right to access information regarding its utilization.

​”In reality, concerning our schemes (MLA Schemes), which are meant to reach the public in our constituencies, my personal view is that whatever is the right of the public must reach them. If we feel it has not reached them, the government and the public have the right to demand a free inquiry,” he said.

​While acknowledging the right to an inquiry, the MLA strongly suggested that the Right to Information (RTI) Act is the most effective and simplest method for the public to verify implementation details.

​”There is nothing to hide. So, when there is nothing to hide, the RTI is the most effective tool instead of calling for an inquiry. It is very easy to simply apply for an RTI from the BDO’s office and you will get everything,” he added.

The former minister stated that he personally welcomes the public knowing what work he has undertaken and ensuring that the schemes reach beneficiaries in a timely manner, acknowledging that while unavoidable delays sometimes occur, they are never intentional.

​He further stressed that not a single rupee of the MLA Scheme can be misappropriated, as the annual allocation of ₹2.5 crore per MLA per constituency is strictly earmarked for the public. He underlined that this money must reach the public and not be diverted elsewhere.
