SHILLONG: The Central Executive Committee (CEC) of the Khun Hynniewtrep National Awakening Movement (KHNAM) has submitted a memorandum to the Chief Executive Member (CEM) and the Executive Member (EM) in charge of Markets at the Khasi Hills Autonomous District Council (KHADC), calling for the implementation of an “open tender” system for leasing parking lots and other contracts under Hima Mylliem.
KHNAM Working President Thomas Passah raised concerns over the alleged lack of transparency in the current system, stating that for several years, the leasing of parking spaces, revenue collection, and related operations has been carried out without a fair and structured tendering process.
He further alleged that these contracts are often awarded without proper procedures, with suspicions that beneficiaries are individuals closely linked to the Hima Mylliem administration or Members of District Council (MDCs).
“There has been no proper or transparent tendering system in place. This raises serious concerns about fairness and accountability,” Passah stated.
Welcoming the Executive Committee’s stated commitment to clean governance, KHNAM urged the KHADC to take concrete steps to ensure transparency by mandating an open tender process for all contracts under Hima Mylliem.
“Since Hima Mylliem falls under the jurisdiction of the KHADC, we request the Council to ensure that all tenders are conducted through an open and competitive process,” the memorandum stated.
The party further stressed that all tenders should be widely advertised through media platforms to provide equal opportunities to all eligible and capable citizens, thereby eliminating any scope for favoritism or bias.
KHNAM expressed hope that the KHADC would treat the matter with urgency and extend transparent practices not only to Hima Mylliem but to all Himas functioning under its jurisdiction, as part of a broader push toward accountability and good governance.
