SHILLONG: The four leaders, including the President of the Meghalaya Commercial Truck Owners and Drivers Association (MCTODA), Mosklandar Marngar, who were arrested in the early morning of November 5th from Mawryngkneng, were granted bail yesterday evening and have since been released from the Shillong District Jail.
Besides the President, the other leaders who received bail include Teibor Marngar, Thrangbor Lyngdoh, and Heibor Pariat.
It may be recalled that these four leaders were booked under four different cases under the Meghalaya Maintenance of Public Order (MMPO) Act and the Bharatiya Nyaya Sanhita (BNS), following a law and order situation between members of the association and the Police at Mawryngkneng.
The Police arrested them on allegations that MCTODA members pelted stones at trucks coming from Jaintia Hills, besides assaulting and attempting to abduct truck drivers. These incidents were connected to the association’s agitation over the freight rates for clinker and cement transport. Their release from the Shillong District Jail came after the Court issued the bail order.
The arrest of the four MCTODA leaders is linked to an incident that occurred at Mawryngkneng Junction at 12:40 AM on the morning of November 5, 2025. This incident took place when Police were escorting trucks carrying cement and clinker that were coming from Puriang, and they were blocked by a crowd of over 200 people, mostly MCTODA members.
The MCTODA’s agitation stems from their demand that cement factories must pay freight charges as fixed by the State Government.
Specifically, they demanded to receive rates equivalent to the inter-state freight rates, which the State Government stated it could not enforce as the matter does not fall under its purview.
