KHADC Awaits Experts for Shaw Bhoi Amendment

The session also revealed that 113 clan organizations have registered since the amendment’s introduction, demonstrating positive uptake.

SHILLONG: The Khasi Hills Autonomous District Council (KHADC) is awaiting expert nominations from Ri-Bhoi to advance the Shaw Bhoi amendment under the Khasi Social Custom of Lineage Act, 2023, Executive Member Deity H Majaw told the House during the winter session.

Majaw explained that while the 2023 amendment addressed aspects of Shaw Bhoi, further modifications have stalled as the Council waits for a specialized committee to be formed with nominations from local elders and legal experts versed in Ri-Bhoi customs.

Majaw also addressed queries on the statutory Tribunal mandated by the amendment, acknowledging the Council has yet to constitute the body due to significant financial constraints and strict legal requirements, such as advocates with at least 10 years’ experience.

She defended the delay, highlighting the complexity, cost, and structural challenges involved in setting up the Tribunal.

The session also revealed that 113 clan organizations have registered since the amendment’s introduction, demonstrating positive uptake.

However, Councillors, including Sohra MDC Titosstarwell W Chyne and Nongpoh MDC Rona Khymdeit, urged the Council to expedite both the Tribunal’s formation and the unresolved Shaw Bhoi amendment process for effective enforcement of the Act.
