SHILLONG: Meghalaya has achieved nearly 85% coverage in the distribution of Enumeration Forms under the Special Intensive Revision (SIR) 2026, marking steady progress in updating the state’s electoral rolls.

Chief Electoral Officer Dr. BDR Tiwari announced that, as of July 14, 2026, forms have been distributed to 1,991,883 out of 2,349,645 registered electors.

Additionally, 564,610 forms have been successfully digitized and uploaded—representing 24.03% of the total electorate—despite challenges posed by monsoon-related internet connectivity issues.

In terms of physical distribution, West Jaintia Hills leads the state with a completion rate of 98.94%, while East Jaintia Hills leads in digitization at 41.55%.

To reinforce grassroots participation, the Office of the Chief Electoral Officer recently hosted an interactive briefing with members of the Legislative Assembly at the MLA Hostel in Shillong.

The revision exercise has also seen strict administrative enforcement. Dr. Tiwari reiterated that Booth Level Officers (BLOs) are required to conduct house-to-house distribution at electors’ residences and are strictly prohibited from distributing forms at private or unauthorized locations. This clarification followed allegations that a BLO distributed forms from a former legislator’s residence in West Shillong between June 30 and July 2.

After inspection, the East Khasi Hills District Election Officer ordered the retrieval of those forms and directed supervisors to ensure compliance with door-to-door guidelines.

Electors are to return completed forms directly to the visiting BLOs to receive an official receipt.

For residents outside Meghalaya—such as students or employees—submissions can be made online via the Election Commission’s net app or portal.

Dr. Tiwari also noted that electors can refer to the 2005 baseline registration rolls available on official CEO and district websites, or use their parents’ or grandparents’ 2005 roll details to establish their baseline record.
