Meghalaya Cabinet Approves Revised Pay Structure for SSA, Ad Hoc Teachers

The detailed work on the implementation framework will be undertaken over the next three months, the chief minister said.

SHILLONG: The Cabinet on Friday approved a comprehensive revision of the pay structure for SSA and Ad hoc teachers based on a proposal from the Education Department, aiming to address long-pending demands of the teaching community through a series of key reforms.

Speaking to the media after the Cabinet meeting, Chief Minister Conrad K. Sangma said the new arrangement will introduce a structured pay system in place of the existing flat salary model for SSA and Ad hoc teachers. He added that an annual increment mechanism has also been approved to ensure regular salary progression and to avoid stagnation over long periods.

The Chief Minister further stated that the revised pay structure will factor in years of service. Earlier, teachers with 15 to 20 years of service were drawing the same pay as those with just one or two years of experience. To address this imbalance, service-based categories have now been created with assured minimum increments linked to seniority.

The Cabinet has also cleared measures to enhance job security for SSA and Ad hoc teachers. Additionally, a Contributory Provident Fund (CPF) will be introduced with contributions from both the government and the teachers to provide post-retirement financial security. The CPF will be managed by a dedicated society entrusted with overseeing its implementation.

The decision fulfills the government’s earlier commitment to complete the process before Christmas. The revised pay structure will be implemented from April 1, 2026, while detailed work on the implementation framework and administrative procedures will be undertaken over the next three months.
