Meghalaya Imposes Section 163 BNSS in Thangsko After Illegal Coal Mine Explosion

The administration reiterated its commitment to dismantling networks involved in illegal mining activities in East Jaintia Hills.

KHLIEHRIAT: In a decisive move to curb illegal coal mining and prevent further loss of life, the District Magistrate of East Jaintia Hills has imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) in the Thangsko area.

The order follows a tragic explosion at an illegal coal mine in Mynsngat, Thangsko Village, on February 5, 2026, which resulted in multiple fatalities and injuries.

The incident prompted strong judicial intervention after the Meghalaya High Court took cognisance of repeated mine-related accidents and directed authorities to take stringent action.

According to the official order, the administration has received credible complaints from local residents and reports from social media indicating the continued prevalence of illegal mining and unlawful extraction of minor minerals in the region.

Citing concerns over obstruction to lawful enforcement, destruction of evidence, and continued illegal operations, the District Magistrate has prohibited the assembly or gathering of more than five persons in and around illegal mining and operational areas in Thangsko, except for officials on lawful duty.

Strict Enforcement Measures Announced

Under the new directive, magistrates and enforcement teams have been instructed to intensify surveillance and inspections across the area. Key measures include:

  • Seizure of vehicles, machinery, tools, and equipment used in illegal mining

  • Initiation of legal proceedings under relevant mining and allied laws

  • Identification and arrest of mine owners, operators, financiers, and facilitators

  • Seizure of incriminating materials linked to illegal activities

The order also warns that any violation will attract strict penal action under existing laws.

Immediate Effect

Given the urgency of the situation, the prohibitory order has been issued ex-parte and has come into force with immediate effect. It will remain in force until further notice.

The administration reiterated its commitment to ensuring public safety, protecting the environment, and dismantling networks involved in illegal mining activities in East Jaintia Hills.
