KHADC Records Over ₹10.8 Crore in Professional Tax Revenue; 13 Trading Licenses Issued in 2025

“The collection of Professional Tax in 2025 has increased significantly, and the cumulative figure is not less than ₹1 crore,” the EM said.

SHILLONG: The Khasi Hills Autonomous District Council (KHADC) has collected a total of ₹10.81 crore in Professional Tax revenue between April and September 2025, marking a sharp increase compared to previous periods.

This was informed by the Executive Member (EM) in charge of Taxation, Seiborlang Warbah, during the Council’s winter session on Tuesday. Responding to a question raised by Nongshken MDC, Grace Kharpuri, the EM stated that the total revenue from Professional Tax up to March 2025 stood at ₹75,96,936, bringing the cumulative figure to nearly ₹11.6 crore for the current financial year.

“The collection of Professional Tax in 2025 has increased significantly, and the cumulative figure is not less than ₹1 crore,” Warbah informed the House, highlighting the improved performance of the department.

Professional Tax Slab Structure

Clarifying the payment structure, the EM explained that individuals earning below ₹50,000 per annum are exempted from paying Professional Tax. The tax rates for different income brackets are as follows:

  • ₹50,000 – ₹75,000: ₹200

  • ₹75,000 – ₹1,00,000: ₹300

  • ₹1,00,000 – ₹1,50,000: ₹500

  • ₹1,50,000 – ₹2,00,000: ₹750 per annum

The EM further informed that the Executive Committee (EC) will soon introduce a new format to ensure a more thorough scrutiny and assessment of traders and earners before notices for tax payment are issued.

“The EC will formulate a new mechanism to properly assess traders and earners before any notice is served,” he said, emphasizing the need for transparency and accuracy in tax administration.

13 Trading Licenses Issued by KHADC from March to October 2025

In a separate reply during the session, the Chief Executive Member (CEM), Winston Tony Lyngdoh, informed that the KHADC had issued 13 Trading Licenses between March and October 2025.

Responding to another question from Grace Kharpuri, the CEM stated that all 13 licenses were granted to non-tribal individuals — persons who are not indigenous to the State.

He further informed that the Council also renewed seven existing Trading Licenses in March 2025, which are valid until March 2026.

“All 13 trading licenses were issued to non-tribal individuals, and seven earlier licenses were renewed this year,” Winston clarified.

The CEM’s response comes amid growing interest in KHADC’s regulation of trade and professional tax collection, which has seen a notable increase in recent months.
