SHILLONG: The Meghalaya government has unveiled a series of transformative decisions spanning education, healthcare, economy, and sports. From making local languages mandatory in schools to launching a “mission mode” war against HIV/AIDS, here are the key takeaways that will shape the state’s future.

1. Education Revolution: Multilingualism & Cultural Roots

The Cabinet has officially approved the State Curriculum Framework (SCF) for the foundational stage. In a move to preserve heritage while modernizing learning, the government is introducing new textbooks for Pre-school to Class I.
​Mandatory Languages: Every child in Meghalaya will now be required to learn both Khasi and Garo.

​Focus Areas: The curriculum shifts toward personality development, value-based education, and the rich history and culture of Meghalaya.

​Implementation: While optional for the current academic year to allow schools to transition, these textbooks and the syllabus will become mandatory starting next year.

​2. “Mission Mode” Battle Against HIV/AIDS

Citing “alarming” growth rates, the Chief Minister announced a 5-year mission mode program to combat HIV/AIDS, modeled after the successful DREAM project (aimed at drug reduction).

​The Crisis: Meghalaya’s adult HIV prevalence stands at 0.43%, significantly higher than the national average. There are currently nearly 10,000 people living with HIV in the state.

​The Investment: A budget of ₹25 Crores (₹5 Crores annually) has been earmarked for infrastructure, massive awareness campaigns, and targeted interventions.

​3. Boosting the Economy: The ENA Export Push

​To make Meghalaya’s Extra Neutral Alcohol (ENA) competitive in the North Eastern market, the Cabinet has slashed export fees.

The Problem: Previously, Meghalaya’s rates were 5 to 6 times higher than neighboring Assam, leading to zero outside sales.

The Goal: By undercutting neighboring rates, the state aims to boost local production and significantly increase revenue for the Excise Department.

​4. Empowering Farmers: A New Financial Powerhouse

The establishment of the Meghalaya Livelihood Investment Financing Cooperative Society was approved to act as a specialized financial institution.

Direct Support: It will provide working capital and funding for farmers and cooperative societies, specifically in the agriculture and food processing sectors.

Value Addition: The goal is to ensure farmers are paid on time and have the resources to set up their own processing units.

​5. Road to the 39th National Games

​Meghalaya is officially shifting into high gear for the upcoming 39th National Games. The Cabinet approved the creation of the National Games Secretariat Society.

This autonomous body, chaired by the Sports Minister, will have the flexibility and authority to ensure the games are conducted at a world-class level.

​Other Key Decisions:

Human Rights: Justice Vaidyanathan, former Chief Justice of the Meghalaya High Court, has been proposed as the Chairperson of the Meghalaya Human Rights Commission.

Prison Reform: A new Remission Policy was approved following Supreme Court mandates, allowing Jail Superintendents to Suo Motto recommend convicts for reduced sentences or release based on reform.

​Administrative Updates: The Meghalaya Planning Service Rules were amended to update nomenclature and sanction new administrative posts.
