SHILLONG: The Meghalaya Early Childhood Development Mission (MECDM), the Social Welfare Department, Government of Meghalaya, and Rocket Learning have launched a new Early Childhood Care and Education (ECCE) Programme, marking a significant step toward strengthening early learning through Anganwadi Centres across the state.
The launch orientation brought together key ICDS stakeholders, including District Programme Officers, Child Development Project Officers, Lady Supervisors, and partner organisations.
The session focused on the importance of early childhood education, the pivotal role of Anganwadi workers and supervisors, and the programme’s approach to supporting joyful, play-based learning in Anganwadi Centres.
The ECCE programme aims to empower Anganwadi workers with simple, localized, curriculum-aligned digital content and training resources delivered via WhatsApp.
Content will be developed in Meghalaya’s local languages and tailored to its cultural context, enabling Anganwadi workers to deliver age-appropriate, play-based activities more effectively.

Sampath Kumar, IAS, Development Commissioner & Principal Secretary of Meghalaya, previously encouraged Rocket Learning to explore a broader role in addressing ECCE challenges in the state—including revamping the Cluster Learning Labs for in-person training of Anganwadi workers.
Addressing the launch, Saloni Verma, IAS, Director, Social Welfare Department, emphasized the critical role of ICDS in delivering quality early childhood services and called for strong ownership and support at district, project, and sector levels to ensure successful implementation.
Ronald Kynta, COO, MECDM, said, “Early childhood development is central to Meghalaya’s vision for building strong foundations for every child. Through this partnership with Rocket Learning, we aim to support Anganwadi Workers with practical tools, training, and recognition so that Anganwadi Centres can become vibrant spaces for early learning.”
Siddhartha Singh, Lead, State Operations, Rocket Learning, added, “By combining localized content, technology-enabled delivery, and the strength of the ICDS system, we hope to make high-quality ECCE support accessible and practical for every Anganwadi Worker.”
The programme reflects a shared commitment to strengthening Meghalaya’s early childhood ecosystem and ensuring every child receives a strong foundation through joyful, inclusive, and developmentally appropriate learning experiences.
