SHILLONG: Meghalaya has achieved a landmark turnaround in education, recording the highest single-year jump in the country on the latest Performance Grading Index (PGI). The 77-point surge not only lifts the state out of the nation’s lowest educational tier but also signals a new era of aggressive reform and ambition.
Historic Leap in Rankings
Long plagued by systemic learning challenges, Meghalaya vaulted from the ‘Aakanshi III’ to the ‘Aakanshi I’ PGI category—skipping an entire grade level and joining 13 other states, including most of its northeastern peers, in the higher bracket.
The state’s PGI score climbed from 401 in 2022 to 417 in 2023, then to 448 in 2024, before leaping to 525 in the 2025–26 cycle.
A New Vision: Targeting ‘Utkarsh’
Chief Minister Conrad K. Sangma has framed this breakthrough as the start of a long-term push towards ‘Utkarsh’—the highest classification in the PGI framework. He emphasized that while the state’s overall ranking is not yet ideal, the extraordinary growth curve validates the government’s reform strategy.
“We see this not as a finish line, but as proof that our behind-the-scenes reforms are working,” Sangma said, reiterating earlier commitments that deep structural changes would eventually yield national recognition.
Sustaining Momentum
The Chief Minister acknowledged that education reform is a generational task and cautioned against complacency. The state’s education department is now focused on sustaining its progress and driving Meghalaya to the pinnacle of national educational performance.
Credit to Collaborative Leadership
State Education Minister, the Commissioner and Secretary of Education Vijay Mantri, and the broader department team were credited for designing and executing the collaborative framework behind this turnaround.
As Meghalaya doubles down on its data-driven reforms, the state is shedding its image as a laggard and emerging as a leader in educational growth for the region.
