NEHUTA Condemns Assault on Prof K.C. Biswal, Questions Legality of NEHU VC’s Appointments

The development adds to the ongoing administrative tensions within NEHU, as questions continue to emerge over governance at NEHU.

SHILLONG: The North-Eastern Hill University Teachers’ Association (NEHUTA) has strongly condemned the recent assault on K. C. Biswal, while also raising questions over his presence in Shillong and the legality of certain appointments made by the Vice-Chancellor of North-Eastern Hill University (NEHU).

The incident reportedly took place on March 3 evening near the Mawlai Bypass in Shillong, where Biswal was allegedly attacked by masked individuals.

Speaking to the media, NEHUTA President Lakhon Kma strongly condemned the assault and urged the police to conduct a thorough investigation to identify and punish those responsible.

However, Kma pointed out that the incident occurred outside the university campus and expressed surprise that Biswal was in Shillong at the time. According to NEHUTA, Biswal is officially posted in the Management Department at the Tura Campus, and the association is unaware of the circumstances or motives behind his visit to Shillong.

The association also stated that it does not recognise Biswal as Registrar In-Charge, citing provisions in the university statutes.

“NEHUTA does not recognise Prof. Biswal in this role. According to university regulations, the Registrar should not be appointed from the outer campus,” Kma said.

The association also raised concerns regarding the functioning of NEHU’s Vice-Chancellor, P. S. Shukla.

NEHUTA alleged that the Vice-Chancellor has been absent from the university campus for around 474 days, reportedly managing administrative affairs from Guwahati instead of Shillong.

The association further claimed that any appointments or administrative orders issued by the VC while not functioning from the campus are unacceptable.

Despite repeated complaints, NEHUTA said the concerned ministry has not intervened, even though only about four months remain before the VC’s retirement.

“When one cannot function from the campus, we cannot accept their orders or appointments. All these actions by Prof. Shukla are illegal,” the NEHUTA president said.
