SHILLONG: Political circles in Meghalaya are abuzz with speculation as former Mawsynram legislator and senior National People’s Party (NPP) leader H.M. Shangpliang is emerging as a frontrunner for the state’s lone Rajya Sabha seat.
With the tenure of sitting Rajya Sabha MP Dr W.R. Kharlukhi set to expire in June 2026, sources indicate that the NPP has begun serious internal deliberations to identify a strong successor. Party insiders say the leadership is keen on fielding a political heavyweight capable of forcefully representing Meghalaya’s interests in the Upper House.
According to sources, high-level meetings have already taken place within the party, with a growing consensus building in favour of Shangpliang.

Why H.M. Shangpliang?
The Rajya Sabha selection has gained added significance as the NPP currently has no representation in the Lok Sabha, making the Upper House its primary national platform. Party strategists are reportedly seeking a leader who is vocal and articulate, capable of making a strong impact during parliamentary debates; a politically seasoned and a national advocate for Meghalaya, particularly on long-pending demands such as the inclusion of Khasi and Garo languages in the Eighth Schedule of the Constitution and the implementation of the Inner Line Permit (ILP).
While Dr Kharlukhi has reportedly indicated his reluctance to seek a second term, the contest to succeed him is intensifying. The name of senior NPP leader and former Dadenggre MLA James Sangma has also surfaced in recent discussions. However, party insiders suggest that Shangpliang currently enjoys a clear edge in the race.
The NPP’s broader strategy appears focused on turning the Rajya Sabha seat into a high-impact political platform, ensuring Meghalaya’s voice remains strong in New Delhi despite the party’s absence in the Lower House.
By backing a combative, experienced and articulate leader, the party hopes to amplify regional issues at the national level and consolidate its political standing ahead of future electoral battles.
As the final call rests with the NPP’s top leadership, all eyes are now on whether H.M. Shangpliang will be the party’s chosen voice in Parliament.
