SHILLONG: In a swift crackdown on corruption and abuse of power, the East Khasi Hills Police have arrested a Home Guard volunteer following a viral social media exposé that has sent shockwaves through the capital.
The scandal erupted yesterday, January 12, after a video uploaded by YouTuber Karan Gaola XP went viral across social media platforms. The footage purportedly showed a uniformed man intimidating occupants of a vehicle and demanding a massive “fine,” sparking public outrage and an immediate police inquiry.
The investigation, led by Superintendent of Police Vivek Syiem, has identified the accused as 35-year-old Regan Kharlor, a Home Guard volunteer attached to the Madanrynting Traffic Branch.
The incident, which played out like a movie script, reportedly occurred on the morning of December 26, 2025.
While Kharlor was on “clamping duty” near Saw Law, a white Maruti 800 (AS 01 F 1460) allegedly nearly brushed against him.
A furious Kharlor gave chase on foot before hitching a ride on a passerby’s scooter to intercept the car at Happy Valley.
After forcing his way into the vehicle, Kharlor unleashed a barrage of verbal abuse and threats. He initially demanded a staggering Rs 1 Lakh from the terrified occupants.
After desperate pleading, the “fine” was negotiated down to Rs 15,000. Two of the occupants were forced to go to an ATM in Madanrynting Bazaar to withdraw the cash and hand it over.
Shockingly, the incident remained hidden from the Traffic Branch for weeks until the video surfaced. Once the truth was out, the Madanrynting Police took Suo Moto action, registering Case No. 8126.
Kharlor is now facing serious heat under the Bharatiya Nyaya Sanhita (BNS):

Regan Kharlor has been summarily removed from all duties in the district and was produced before the Court today. Police have confirmed they are in contact with the victims to record their official statements, promising a lightning-fast charge sheet to ensure the rogue volunteer faces the full weight of the law.
