SHILLONG: The state of Meghalaya is officially ready to embark on a monumental journey as it kicks off the Self-Enumeration process for India’s first-ever fully digital Census starting tomorrow, May 1, 2026.
This landmark announcement was shared with a palpable sense of excitement during a high-profile press conference held today at the Shillong Press Club, where officials from the Press Information Bureau and the Directorate of Census Operations outlined the roadmap for what will be the 16th Census in the nation’s history and the 8th since Independence.
Director of Census Operations for Meghalaya, Biswajit Pegu, revealed that this exercise marks a revolutionary shift from paper to pixels, with the entire operation—from the first entry to the final analysis—being managed through cutting-edge mobile applications and the sophisticated Census Management and Monitoring System portal. For a two-week window between May 1 and May 15, citizens have the unique opportunity to take the reins of their own data by using a dedicated online portal to fill in their household details personally.
This self-enumeration phase is a major stride toward transparency and accuracy, allowing residents to ensure their information is precise before it is later verified by government enumerators.
The grand scale of Census 2027 will unfold in two distinct, high-energy phases. The first phase begins with this self-enumeration period, followed immediately by the House Listing Operations which will run from May 16 through June 14, 2026.
During this time, a massive workforce of approximately 9,000 enumerators and supervisors will fan out across the hills of Meghalaya to document housing conditions, assets, and amenities using a comprehensive 33-question digital survey. The momentum will then build toward the second phase in February 2027, focusing on Population Enumeration and culminating in the official national reference date of March 1, 2027.
To support the public through every step of this digital transformation, a national toll-free helpline at 1855 has been activated to provide instant guidance and clarity on all census procedures. While the exercise is vast, it remains highly organized; administrative boundaries were officially frozen on December 31, 2025, to ensure data consistency, and while the census covers all normal and institutional households, specific exclusions apply to foreigners and diplomatic personnel during the house-listing phase.
Under the watchful eyes of Deputy Commissioners and Charge Officers, this tech-driven initiative represents a bold new era for Meghalaya, promising reliable data that will serve as the heartbeat of inclusive development and evidence-based governance for years to come.
