SHILLONG: Meghalaya Labour Minister Methodius Dkhar announced that the state’s newly amended migrant worker regulations have come into force, introducing heavy fines and potential jail time for contractors who fail to register their workforce.
The Meghalaya Identification and Registration of Safety of Workers (MIRSS) portal, launched on August 9, now facilitates mandatory registration for all migrant laborers entering the state.
Dkhar emphasized the portal’s user-friendly interface, but warned that enforcement measures are now significantly stricter to ensure compliance.

Contractors who violate the rules will face a ₹10,000 fine for the first offense, ₹25,000 for a second, and up to ₹1 lakh plus a three-month prison term for repeat offenses.
The legal responsibility rests entirely with employers, not individual laborers, with inspections focused on job sites rather than random street checks.
Dkhar made it clear: “If migrant laborers are found working without proper registration, the contractor will face full legal consequences.”
