SHILLONG: The Meghalaya Programme for Outdoor Work Experience, Research and Education (MPOWER) has signed a four-year contract with Global AgriSystem Pvt. Ltd. to enhance its Monitoring and Evaluation (M&E) framework.

The partnership aims to establish a robust, technology-driven system for tracking project implementation, assessing outcomes, and generating actionable evidence for decision-making and continuous improvement.

The contract was formalized at Committee Room-II, Main Secretariat Building, Shillong, in the presence of Shri Vijay Kumar Mantri, IAS, Co-Project Director, MPOWER and Commissioner & Secretary, Education Department, Government of Meghalaya; Dr. Ravendra Singh, Senior Adviser, ISS (Retd.), Global AgriSystem Pvt. Ltd.; and Shri Wankit Kupar, Deputy Project Director, MPOWER.

Under this engagement, Global AgriSystem Pvt. Ltd. will conduct continuous monitoring and periodic evaluations throughout the project’s implementation. This includes baseline assessments, quarterly reviews, and both midline and endline evaluations to systematically track progress, measure implementation quality, and assess outcomes.

The structured M&E process will enable early identification of gaps and challenges, supporting timely interventions.

A key focus will be on adolescent outcomes—wellbeing, education, school retention and dropout rates, life skills, health, empowerment, access to services, and transitions to higher education, skills, and employment.

This outcome-driven approach will help MPOWER better understand the needs and experiences of young people and evaluate the impact of project activities.

The partnership will also strengthen digital monitoring and Management Information System (MIS) support, enabling technology-enabled data collection and real-time analysis. Integrating monitoring findings with the MPOWER Project MIS will facilitate evidence-based management, improved reporting, and informed programme planning.

Global AgriSystem Pvt. Ltd. will engage directly with beneficiaries and stakeholders—including in-school and out-of-school adolescents, schools, communities, youth centres, frontline workers, and relevant government departments—to capture on-the-ground realities, beneficiary experiences, and emerging challenges.

Findings from the M&E process will be translated into periodic analytical reports, actionable recommendations, and learning inputs for MBMA/MPOWER.

These will support timely course corrections, strengthen implementation quality, and enhance the effectiveness of interventions. The evidence generated will also contribute to institutional learning and inform future strategies.

This contract represents a significant step toward strengthening MPOWER’s accountability, evidence-based decision-making, and results-oriented programme management.

With a comprehensive M&E framework in place, the project will be better equipped to assess progress, address gaps, and ensure its interventions remain responsive to the needs of Meghalaya’s adolescents and youth.
