KHADC Budget Debate Over UDP MDC, BJP MLA Remarks

In response, Winston clarified that tenders for the toll gates were invited through a Public Notice displayed on the official notice board.

SHILLONG: During the ongoing budget session of the Khasi Hills Autonomous District Council (KHADC), Chief Executive Member (CEM) Winston Tony Lyngdoh referred to Pius Marwein as a “BJP MLA and at the same time a UDP MDC,” while urging him to forward any complaints received from tax collectors regarding operational hurdles at toll gates directly to the Executive Committee.

The CEM made these remarks while responding to a query raised by MDC S. Rashir, who sought details on the functioning toll gates located at Shallang–Nongshram and Riangdo–Athiabari.

In his written reply, the CEM stated that there is one toll gate each at Athiabari and Nongshram, adding that no official complaints had been received so far regarding any inability to collect taxes from these locations.

Further into the session, MDC Titosstarwell Chyne questioned why notices regarding tenders were not shared directly with fellow MDCs.

In response, Winston clarified that tenders for the toll gates were invited through a Public Notice displayed on the official notice board on May 7 and February 1.

Adding to the discussion, MDC Grace Kharpuri pointed out that the rates quoted for toll collections appeared unusual and were determined by the tender applicants themselves.

Replying to this, the CEM explained that setting uniform rates across all toll collection gates creates practical difficulties.

He noted that the approach was designed to let applicants bid based on familiar local market rates relevant to their respective areas.
